In a generous mixing bowl, combine the ground beef (or turkey), breadcrumbs, grated Parmesan cheese, chopped green onions, beaten egg, minced garlic, salt, black pepper, and Italian seasoning. Use your hands or a spatula to mix until all ingredients are thoroughly incorporated, ensuring a uniform consistency.
Once mixed, shape the mixture into 1-inch meatballs and place them on a plate or baking sheet for easy transfer.
In a separate small bowl, combine the honey, soy sauce, sesame oil, and rice vinegar. Whisk together until the sauce is smooth and well blended.
Pour 1 cup of water into the bottom of the Instant Pot to create steam. Insert a trivet into the pot, positioning it above the water. This will keep the meatballs elevated while they cook.
Carefully arrange the meatballs in a single layer on the trivet. Drizzle the prepared honey garlic sauce evenly over the meatballs, allowing some to seep into the grooves.
Close the lid of the Instant Pot securely and set it to cook on high pressure for 10 minutes.
After the cooking time is complete, allow the pressure to release naturally for 5 minutes. Then, use the quick-release method to release any remaining pressure safely.
Gently remove the meatballs from the pot using tongs, transferring them to a serving platter with care to maintain their shape.
If you prefer a thicker sauce, switch the Instant Pot to 'Sauté' mode and simmer the remaining sauce for 5-7 minutes, stirring occasionally until it reaches your desired thickness.
Once thickened, drizzle the sauce generously over the meatballs. Finish by garnishing with sesame seeds and additional chopped green onions for a fresh and vibrant touch.
